Replacing Keys

So my bike has been sitting for a few years and I'm trying it get it road worthy again.  But I've searched my whole house and can't find my keys.  I've been told that someone can cut new keys for me if I have the 3 digit number.  Is this true?  And if so, where is this number stamped?

One more thing.  Does the ignition key work in the gas cap lock, the helmet lock and the tool lock?

It should. If you remove the lock-set from the steering lock or helmet lock & take it to a locksmith, they should be able to cut you a key.
