Starter Lock Cam Seized

Have had trouble getting the bike to start ('82) and found the recommendation to disassemble and clean the solenoid assembly here. Everything in there is in surprisingly good shape compared to some of the parts I'm seeing available on eBay EXCEPT the lock cam is completely stuck. I have soaked it in WD40 and then ATF and it won't budge at all. I tried within reason to prod it with some pliers and the top prong next to the spring loop snapped. It doesn't appear to have been connected to anything. The bottom prong is what moved with the solenoid plunger.

Anyway, save for soaking in a purpose built penetrating lube, anyone have any ideas? Run into this before?

I don't suppose there's some way to add a better starter to this bike...
